Brief

Pradhan Mantri Matru Vandana Yojana (PMMVY) was launched pan India with effect from 01.01.2017. The PMMVY Scheme is being implemented as per provisions under Section 4 of the National Food Security Act (NFSA), 2013 which provides for financial support for pregnant and lactating mothers to improve the health and nutrition for mother and child as well as compensation for wage loss, if any. PMMVY is a Centrally Sponsored Maternity Benefits Scheme under which cash incentives of ₹5,000/- is provided directly to the Bank/Post Office account of the beneficiary in Direct Benefit Transfer (DBT) mode for first child. The eligible beneficiaries receive the remaining cash incentive, as per approved norms towards maternity benefit under Janani Suraksha Yojana after institutional delivery, so that on an average a woman gets ₹6,000/-. Under Mission Shakti, cash incentive of ₹6,000/- is also provided under PMMVY to eligible beneficiaries for second child subject to the second child being a girl.

FAQs

The Government of India has approved Pan-India implementation of Pradhan Mantri Matru Vandana Yojana (PMMVY) to cover all Districts of the country with effect from 1st January 2017.

The objectives of the PMMVY are as under: -

(i)  Providing partial compensation for the wage loss in terms of cash incentive so that the woman can take adequate rest before and after delivery of the first child.
(ii)  The cash incentive provided would lead to improved health seeking behavior amongst the Pregnant Women & Lactating Mothers (PW&LM).
(iii)  The scheme also seeks to promote positive behavioral change towards girl child by providing additional cash incentive for the second child, if that is a girl child.

All pregnant women and lactating mothers, between the age group of 18 years and 7 month – 55 years, belonging to socially and economically disadvantaged sections of society are the targeted beneficiaries of PMMVY under Mission Shakti. Earlier under PMMVY, targeted beneficiaries are all Pregnant Women and Lactating Mothers (PW&LM) who have their pregnancy on or after 01.01.2017 for first living child of the family, excluding PW&LM who are in regular employment with the Central Government or the State Government or Public Sector Undertakings (PSUs) or those who are in receipt of similar benefits under any law for the time being in force are eligible for receiving maternity benefits under the Pradhan Mantri Matru Vandana Yojana (PMMVY).

The criteria for determining socially and economically disadvantaged sections of society will be the following:

  1. Women belonging to Scheduled Castes (SCs) and Scheduled Tribes (STs).
  2. Women who are partially (40%) or fully disabled (Divyang Jan)
  3. Women holder of BPL ration Card
  4. Women Beneficiaries under Pradhan Mantri Jan Aarogya Yojana (PMJAY) under Ayushman Bharat.
  5. Women holding E-shram card.
  6. Women farmers who are beneficiaries under Kishan Samman Nidhi
  7. Women holding MGNREGA Job Card
  8. Women whose net family income is less than Rs. 8 Lakh per annum
  9. Pregnant and Lactating AWWs/ AWHs/ ASHAs
  10. Women holding ration card under the National Food Security Act, 2013 (NFSA)
  11. Any other category as may be prescribed by the Central Government

The beneficiary can apply for benefits under the PMMVY Scheme within 270 days from the date of Childbirth subject to fulfillment of all the other eligibility criteria under the Scheme.

The benefit is available to an eligible woman for the first two living children provided the second child is a girl in PMMVY 2.0, earlier under PMMVY 1.0 the maternity benefit will be provided for first living child of the family.

Yes, PMMVY is DBT compliant scheme under which funds are directly transferred to Aadhar seeded bank/ post office account of the eligible beneficiary.

No, Aadhaar card of beneficiary’s husband under PMMVY 2.0 is not mandatory. Benefits can be availed only on the basis of the Aadhaar Number of Beneficiary so as to avoid any duplication or malpractices.

Yes, co-branding has been allowed for the State Government of Tamil Nadu and Odisha.

If a woman has already received first instalment of maternity benefit under PMVVY 1.0, she shall be entitled for receiving the cash incentives as per approved norms under previous PMVVY 1.0. If she has received 1st and 2nd instalments under PMVVY 1.0, she will receive remaining benefits according to the old guidelines.

An eligible beneficiary can apply, at any point of time but not later than 270 days of childbirth. The nearest Anganwadi worker/ASHA worker can fill the form online for an eligible woman. The URL is https://pmmvy.wcd.gov.in.

In case of miscarriage/still birth, the beneficiary would be treated as fresh beneficiary in event of any future pregnancy under PMMVY2.0, earlier under PMMVY1.0, no provision of re-registration for miscarriage/still birth cases.

If a beneficiary delivers twins/ triplet/ quadruplet in her second pregnancy, with one or more children being girl, then she will be receiving incentive for second girl child as per the PMMVY 2.0 norms.

The benefit is available to a woman for the first two living children provided the second child is a girl. In case of the first child the amount of ₹ 5000 in two instalments and for the second child, the benefit of ₹ 6000 will be provided subject to second child is a girl child in one instalment after the birth. However, for availing benefits for second child, registration during the pregnancy shall be mandatory. This would contribute to improve the Sex Ratio at Birth and to prevent female foeticide.

After filling of online application form and approval of block level officer the fund will be directly credited to the Aadhaar based bank account of the beneficiary through Direct Beneficiary Transfer (DBT).

Yes, one dedicated portal has been developed for Pradhan Mantri Matru Vandana Yojana. The URL is https://pmmvy.wcd.gov.in. The online application form has been simplified. New Features of PMMVY Portal are:

    • The online application form has been simplified.
    • All the mandatory provisions like Aadhaar, Aadhaar based payment etc. will be checked at the time of registration for smooth and efficient process.
    • Mobile number has been made mandatory for providing information regarding the status of application and disbursement of fund.
    • Mobile App has been introduced for registration under Pradhan Mantri Matru Vandana Yojana (PMMVY)
Field functionaries like Anganwadi Workers / ASHA workers can fill the application online for the beneficiary in their jurisdiction.

PMMVY application system and portal has been revamped in accordance with Mission Shakti guidelines. The key features of the PMMVY Portal are as follows:

v. PMMVY portal is completely paperless.
w. Forms have been simplified and are concise.
x. Mobile-App based right from Anganwadi worker level and provides the services at the beneficiaries’ doorstep.
y. Payments are through Aadhaar Bridge Payment System (ABPS).
z. PMMVY portal is enabled for Aadhaar-based biometric verification (facial recognition) to confirm identity details.
aa. All mandatory provisions like Aadhaar verification and DBT-enabled bank accounts are checked at the time of registration for faster processing.
bb. Search and Track Status feature allows beneficiaries to check approval and payment status.
cc. Grievance lodging and status module enables citizens to submit complaints directly to implementing authorities for faster resolution.
dd. PMMVY toll-free multilingual helpline (1515) is available for enquiries and grievances.
ee. Applicants/beneficiaries receive SMS alerts in 12 languages at different stages such as registration, rejection, and payment.
ff. PMMVY Portal is LGD compliant up to Anganwadi Centre (AWC) level with LGD seeding from State to Ward level.
gg. Open API allows data sharing with other Central and State Ministries/Departments.
hh. MIS data can be generated at multiple administrative levels for detailed monitoring and analysis.
ii. PMMVY will be used by Anganwadi/ASHA workers for data-centric operations and reporting.
jj. Available database of PW&LM from Poshan Tracker is used to create a “Due List” of potential beneficiaries accessible at AWW/ASHA level.

PMMVY envisages payment of maternity benefit of not less than rupees five thousand, in two instalments will be provided to women belonging to socially and economically disadvantaged sections of society, i.e. first instalment of ₹3000/- on registration of pregnancy and at least one Ante-natal check-up within 6 months from LMP date at the Anganwadi Centre (AWC)/ approved Health facilities may be identified by the respective administering State /UT and second instalment of ₹ 2000/- after child birth and has received all due vaccines till the age of fourteen weeks as admissible under the Universal Immunization Programme of Ministry of Health and family Welfare.

Earlier under PMMVY1.0, payment of maternity benefit provided in three installments, i.e. first instalment of ₹ 1000/- on early registration of pregnancy at the Anganwadi Centre (AWC), However, any additional incentive available under any other scheme such as Janani Suraksha Yojana (JSY) shall second instalment of ₹ 2000/- after six months of pregnancy on receiving at least one ante-natal check-up (ANC) and third instalment of ₹ 2000/- after child birth is registered and the child has received the first cycle of BCG, OPV, DPT and Hepatitis-B, or its equivalent/ substitute. However, any additional incentive available under any other scheme such as Janani Suraksha Yojana (JSY) shall continue to be availed. The eligible beneficiaries would receive the remaining cash incentives as per approved norms towards maternity benefit under Janani Suraksha Yojana (JSY) after institutional delivery so that on an average, a woman will get ₹ 6000/-

The conditionalities and number of instalments under PMMVY1.0 was as under:

PMMVY is a DBT compliant scheme. The funds to the beneficiaries under PMMVY are transferred directly to their Aadhaar linked Bank/Post Office account in Direct Benefit Transfer Mode.

No, PMMVY is not part of umbrella ICDS. When the scheme was started in 2017, it was part of umbrella ICDS. However, after FY 2021-22, the scheme is under Samarthya of Mission Shakti which includes schemes of Beti Bachao Beti Padhao, Creche, Gender Budgeting/ Research/ Skilling/ Training etc.

35 States/ UTs except Telangana are implementing PMMVY.

Now, the Competent Authority has approved the guidelines for 'Mission Shakti' The norm of PMMVY 2.0 under Mission Shakti will be applicable with effect from 01.04.2022. Earlier, Government of India has approved implementation of the PMMVY 1.0 in all the districts of the country w.e.f. 01.01.2017. Currently, the scheme is not being implemented in Telangana as they are implementing their own respective maternity benefit schemes.

An eligible beneficiary can apply, at any point of time but not later than 270 days from the birth of child. Yes, a multilingual PMMVY Helpline (1515) has been launched in the month of April, 2025.

Yes. The beneficiaries can use the ‘Track Your Application’ module on the PMMVY portal to track the live status of their application.

PMMVY is being implemented through Health Departments of the State Governments in Gujarat, Tamil Nadu, and West Bengal. Further, in all the other States/UTs, PMMVY is being implemented through Women & Child Development/Social Welfare Departments of the State Governments/Union Territory Administrations.

The Ministry, since inception of the scheme, has conducted several review meetings cum Workshops at National and Regional level on PMMVY Scheme Implementation Guidelines and Pradhan Mantri Matru Vandana Yojana Portal, both in physical and online mode.

Yes, LMP date is mandatory to claim benefits under the scheme. LMP registered in the MCP card will be the date of pregnancy to be considered in PMMVY2.0, earlier under PMMVY1.0, The LMP Date, as found in the Mother Child Protection (MCP) Card is mandatory to claim the 1st and 2nd Instalment. If LMP Date is not provided, the beneficiary is not eligible to claim the 1st and 2nd instalment and can claim only the 3rd instalment provided she fulfils the conditionality for availing third instalment of the Scheme.

Yes, the beneficiary can avail the benefit undergoing ANC and delivery in a Private Hospital, provided that the conditionalities of all instalments are fulfilled. However, for claiming the first instalment, MCP Card is mandatory.

No such data is maintained by Ministry of Women and Child Development.

The ASHA workers and Anganwadi workers provided home services during the pandemic period. The eligible beneficiaries were visited by front line workers in their homes and were facilitated for filling the necessary forms.

Separate provisions have been made under the scheme for state and district level PMMVY cell which are responsible to conduct IEC activities for their respective areas. Besides this at national level, several IEC activities are conducted from time to time in the form of advertisements etc. Apart from these, national level campaigns like Matru Vandana Saptah (MVS) were organized based on the concept of competitive federalism under which best performing states and districts are rewarded based on their performance in the scheme implementation.

The Ministry conducts various awareness programs including those on Maternity Benefits through SANKALP-Hub for Empowerment of Women (HEW) scheme for all States/UTs. It includes various Information, Education and Communication (IEC) and Behavior Change Communication (BCC) activities such as Prabhat Pheri, Nukkad Natak, Newspaper Advertisements, Airing Radio Jingles, Selfie Campaign, Door to Door Campaign, Community Programmes which are conducted at field functionary levels. Further, the Ministry is also running special campaign for registration of eligible beneficiaries in all the States and UTs under PMMVY on a periodic basis.

Anganwadi workers play a crucial role in PMMVY by assisting eligible beneficiaries in the application process and providing information related to PMMVY scheme. They will assist eligible beneficiary in filling out the application online through the PMMVY portal or mobile app, ensuring all necessary details are included.

PMMVY 2.0 introduced additional cash incentives for the second child if it's a girl. The mandatory requirement of the husband's Aadhaar has been removed.

Beneficiaries only need their Aadhar number, MCP/RCHI card, and any one of the following documents proving eligibility, which is as under:

Under PMMVY 2.0, Anganwadi worker/ASHA worker should be aware of the new cash incentives for first child and second child, if girl child. The PMMVY benefit is given for first child Rs 5000/- in two instalments (first instalment after ANC and second instalment after the childbirth and 14 weeks of universal immunization) and second child (if girl child) Rs 6000/- in a single instalment after the child birth and completion of 14 week of universal immunization.  The husband's Aadhaar is not required for availing the benefit of PMMVY.

Yes, the Government has decided to give incentive /honorarium for eligible Anganwadi worker /ASHA worker to promote e governance and motivate field functionaries. The incentive/honorarium will be disbursed through direct benefit transfer in the Aadhaar based bank/post office account of Anganwadi worker /ASHA worker.

Yes. The beneficiaries can register their Grievances on the PMMVY portal using the PMMVY Grievance Module, available on the PMMVY portal. (Launched in the month of February 2025): Beneficiaries can file and subsequently track the live status of their grievance on the PMMVY Portal. After filing the Grievance on PMMVY Grievance Portal, beneficiary can also check the live status of the Grievance.

Yes, in addition to Hindi and English, SMS messages are also being sent to the beneficiaries in 10 regional languages (Kannada, Punjabi, Marathi, Gujarati, Tamil, Assamese, Telugu, Malayalam, Odia and Bengali).

Mandatory biometric verification through facial authentication has been introduced from May 21, 2025, for all new enrolments under PMMVY. The existing Facial Recognition System (FRS) available on the Poshan Tracker is being used for this purpose, thus eliminating the need for duplicate verification procedures. In case the FRS on Poshan Tracker is unavailable, an additional feature of UIDAI-based facial authentication through the Aadhaar FaceRD app is also available. The FRS system has been widely accepted by all States and Union Territories. To make this transition smoother, various training sessions have been organized, and video tutorials have been made available by the Ministry to reach grassroots-level functionaries.

In a proactive effort to reach the doorstep of beneficiaries rather than waiting for them to approach the field functionaries, the Ministry is now using the available database of the Poshan Tracker to create a “Due List” of potential beneficiaries. All such pregnant and lactating mothers registered on the Poshan Tracker and meeting certain criteria are included in this list. The list is then transferred from the Poshan Tracker to the PMMVY portal at the Anganwadi level. This list is accessible to Anganwadi Workers (AWWs) and ASHA workers. The field functionary is required to take action on each name in the list, either by registering the beneficiary or by rejecting it after providing a valid reason. This approach will further improve the outreach of the PMMVY scheme and move towards complete saturation.
